Use your Kroil penetrating oil to loosen the rust if that is what is making it stick together. It might be a little stuck from rust but you should be able to tap the blanking plate out of the upper band from behind with a dowel or brass punch. The spot welds you are seeing attach the bracket part to the face of the blanking plate. It simply slips inside the upper band and is retained by the screws.
